CAPFR's attach to the land in the same way that development permission attaches to the land. CAPFR's may be transferred along with other interests in the property with respect to which they are issued, but may not be severed or transferred separately.  CAPFR’s may only be transferred if the proposed completion date and other variables of the subdivision plan, site plan, mixed use sketch plan, master plan for a planned development, or base district rezoning submitted for land covered by the mixed use sketch plan are consistent with the proposed completion date and other variables analyzed in the traffic study.
