Any outdoor advertising sign erected
and maintained by an advertising business or service, upon which
advertising matter may be displayed and that generally advertises firms
and organizations that, along with their goods and services, are not
located on the same premises as
the sign; and
whose surface is sold, rented or leased for display of advertising
material.
